網拍賣家 要消費者退貨自行支付運費？ - 退費

現存數不清的網拍業者裡
有很多業者有一些退貨規則，例如：
1) 不接受退貨
2) 退貨買家要自行支付運費
3) 退費只能退成購物金
等等的相關規定
第3項不確定 但至少1,2項已經違反消保法第19條，
“郵購或訪問買賣之消費者，
對所收受之商品不願買受時，
得於收受商品後七日內，
退回商品或以書面通知企業經營者解除買賣契約，
無須說明理由及負擔任何費用或價款。”
我很好奇
為什麼這些明顯違法的規則
還能夠大辣辣的出現在他們網站的退貨規定裡？
消費者有沒有辦法在還沒像這些網拍業者買東西之前
就先向消保官檢舉？
