請問沒有及時open a dispute - 海外購物

已經超過60天了
最近因為有點忙所以根本忘記這件事情,可是已經過期兩天...
今天才想起來過特久了結果已經來不及弄dispute
之前寫信去催賣家她又說我東西已經寄出了害我一直等等到都過期了
結果現在東西也還是沒到
請問還有其他的辦法嗎還是只能這樣算了?

我看到下面還有一段文字
Even though it's too late for you to open an Item not received or
Significantly not as described dispute on eBay, please let eBay's Trust and
Safety team know what went wrong. Your unresolved concern will be noted on
the seller's account. If warranted, eBay may restrict or suspend the seller's
account.

請問去那邊提出我的問題比較好?
有點急,希望有人可以幫我解惑一下,第一次碰到這種問題
