缺貨退錢在包裏結果被要求退貨 - 網賣

有一個買家標了6樣商品，金額共617，其中一樣商品是20元，但我已缺貨，便放20元在包裏裡一起給買家，結果買家收到包裹很生氣，說她是為了缺的那個品項才跟我買，如果我有告知他缺貨，他就不會跟我買了，他感覺很差，所以他要全部退貨。
然後現在他申請了退貨，又叫我按同意退款，這樣他就會收到退貨單號，寄回給我就不用運費，請問是這樣嗎？
每天出這麼多貨，有缺貨且又是金額小的小東西，我真的沒想到他是為了這個才下標，通常200內的缺貨我都直接放錢退給買家，不會再另外告知，現在看來一定要通知了
想請問買家已按申請退貨，但如果實際上沒退回，我沒按同意退款，之後會怎樣呢？
我記得退貨後還是可以評價？6樣商品就6個評價？因為一開始我要求他運費自付他很生氣，後來才同意收到貨再匯運費給他，但很怕他給我6個負評
