以你的情況 你有權利叫賣家立刻寄貨
因為他是新手賣家 Paypal才會hold住他的收款21天
以避免賣家詐騙的情況

但你已經經由PP付款了 賣家應該立即出貨
PP給他的信中也寫著 "please ship right away"
一旦你收貨後給予賣家好評價 或是追蹤號碼顯示貨已寄達時
PP就會把這筆帳款release給賣家
這樣對你或對他都好

若你等21天錢入帳他才寄 難保不會有損你的權益
到時貨有問題或賣家有問題 也增加了申訴的難度 (必須在付款後45天內提出)
舉例來說
等21天錢入帳-->賣家又拖一星期才寄貨-->又過一星期才收到 (或根本沒收到)
那你豈不是只剩9天可以申訴

站在買家的立場 我會力爭自己權益請他立即寄出
若他真得拖21天後才寄 我會考慮取消這筆交易
除非你真的很相信這位賣家
