paypal問題一問 - 海外購物

本人1月中在ebay得標一項商品，得標後也立即付款，因為當時台灣要過新年了，所以
就付了國際快捷的運費，請賣方趕快寄出，希望能趕在農曆過年前收到商品，大約過了一
星期後我還沒有收到商品，於是寫信詢問賣家商品是否已經寄出了，但賣方卻回信說錢被
paypal hold住，必須等錢入他的帳戶他才會將商品寄出，但是我依據他給我的回文必須等
21天錢才會入他的帳戶，就是說賣家要二月初才會將商品寄出。我用Paypal交易這麼多次
了，不論是當買方或賣方也從來沒有遇到這種狀況。請問版上的大大有人有碰過這種情形
嗎？我應該開dispute 嗎？因為賣家的評價有點少，所以心裡有點怕怕的，所以想請教版
上的大大如何處理？謝謝！！

Ya paypal still has it on hold.. Below is a copy/paste from the paypal site
regarding payments on hold:

What should I do now?
We've completed Payment Review and placed a temporary hold on this transaction.

To get the funds sooner, please ship right away. We'll release the hold after
21 days unless you receive a dispute, claim, chargeback, or reversal on the
transaction.


We may release the hold earlier if:

* The buyer leaves you positive feedback on eBay
* We confirm that the item was delivered
