好像在ebay上遇到詐騙 所以趕快到paypal開dispute
(收到ebay的信說 seller的account被盜用)
不過開了以後 paypal給我這樣的訊息

the outcome.

是建議我直接提升到claim嗎?
第一次開dispute 已經爬文無數次
