請問關於live.com 付款的問題 - 海外購物

我使用live.com上ebay買東西
確定要購買的時候卻出現
賣家不合cash back規定的訊息

但是我看完賣家的付款說明
對方很明確的在商品中寫到只收paypal

PayPal is the ONLY payment method we allow at this time.


請問這個訊息到底要不要理會?
很怕我按下確定卻沒有拿到30%阿

另外，可以請問third-party指的是什麼意思?
