paypal的open a dispute到底能不能用啊?? - 海外購物

請問paypal的Open a Dispute功能到底可不可以用啊??

最近交易有點糾紛 要使用這個功能

結果我試了好多次

都出現

"We are sorry, we are experiencing temporary difficulties. Please
try again later. If this error occurred while making a payment, avoid
duplicate payments by checking your Account Overview before resending

Message 3005"
