eBay 1元賣場的buyer protection - 海外購物

請問

我向美國eBay賣家議價 他回我說要開1元賣場 加上運費就是我要的價格

因為他想規避成交手續費

(Electronics: 50元以內8% 50~1000是5%)

請問如果發生交易爭議

eBay Buyer Protection制度會保障退回我Paypal付的全額(得標價+出貨運費)嗎?

我有大概看過一遍terms and conditions of eBay Buyer Protection/Full Details

也看到
If you tell us that the problem cannot be resolved between you and the
seller, and your case qualifies for and is covered by eBay Buyer Protection,
eBay will refund your full purchase price plus original shipping into your
PayPal account.
