billing address 問題 - 海外購物

請教各位

我在 www.NothingButSoftware.com 下訂
billing address 填我的名字 + 同學@美國的地址
shipping address 填同學的名字+美國地址

卡是刷我的, 信用卡帳單地址是台灣

剛收到一封信如下
Thank you for placing your order with www.NothingButSoftware.com.
Because of the high rate of credit card fraud, it is our policy,
to only ship to the billing address when the address is outside the US.
Therefore, we will only be able to ship to your Taiwan address.

這意思是不是說因為我的帳單地址在台灣
為了避免盜刷
所以東西他也只接受寄到台灣？沒辦法寄到我同學的地址？
